Hidden Headlights

Hello again,
I am trying to get my hidden headlights to operate correctly and this is where I am at:
They will stay up while running and stay up after I shut off the motor , the drivers side droops about a 1/2 " when it is off. While running I can turn onb the lights and it has no effect on the lids but if I switch the hoses they open and won't close even with help so I can make the actuaters work both ways by switching the lines but not by the headlight switch. I have replaced both acctuators and springs and the system does not have any leaks ( new hoses) from the acctuators to the firewall.
Any ideas, should I go ahead and order a new headlight switch?
Any help will be appreciated.
