1969 GTO no headlights

I am putting my 1969 GTO back together. I have good tail lights and all turn indicators work (front and rear) and parking lights. I have 12 volts coming out of the light switch, but no voltage at the headlight sockets. If I jump straight to the headlight harness the lights work. At first I had my gauge cluster removed ,but i have since installed it with no change in the headlight operation.
Thanks for any help you guys can provide.

1965 GTO
2006 LS2, Comp Cam, 328 heads, 4L70 SCPT torque converter, CPP big brake kit,
1965 LS2 GTO is offline

I found the problem. It was the high beam switch on the floor. It was a little dirty and had no continuity between the light blue terminal and the tan terminal. removed it ran some electro contact cleaner through it and cycled it a few times now it is as good as new.
