63 Impala E brake help

Hey guys, I'm trying to instal my 63 impalas parking brake because it's never had one since I bought it. I bought all new cables & connectors but I'm having some issues. I got my rear cables installed through the brake backing plates & I have my middle cable that winds around the D shape bracket fed through the center of the frame & connected to the rear cables. My problem is that I can't get enough slack once the rear cables & middle cable are connected to hook the D bracket to the horizontal bracket that then connects to front cable. I disconnected the front cable inside the car from the pedal & it gave me some slack but not nearly enough. Any suggestions as to what I may be doing wrong?

Here's a picture of some one else's car I found for reference. The D bracket & horizontal bracket I'm struggling with are visible in the middle
