1963 Impala horn

Does the horn contact peice that goes in the steering wheel on a 63 Impala go bad? My horn hasn't worked in a few years & I'm sick of it. I replaced the bearing with the green wire but it still won't work. The only other thing I can think of is the horn relay. How do you know if either of these 2 parts are broken? I know it's not the horns cause I've tested them & they work fine.

The wire running up through the steering column is hot all the time. If you push the trim ring or the center it grounds out and honks the horn (completes the circuit. This of course assumes your steering column is properly grounded. and the wire hasn't broken some where else or the fuse is blown. Because the horn circuit includes the charging circuit that is always hot it has a fusible link to protect it. If that fusible circuit has burned open then it won't work. So you need to check the voltage on the wire to ground and the resistance to the negative terminal of the battery of your steering column.
