Chevrolet 2003 Low Beam Problem

Having a problem with low beams. Found that both were burned out...at same time...I would think this to be unusual. Replace both and tried again but no low beams. Pulled fuse cover on inside of car/driver side and replaced headlight relay and problem still exists. Can anyone give me feedback. Also pulled fuse cover under hood and light fuses looked good. Can anyone give point me in the right direction.
