What is this and could it be my problem?

Can't get the car to start, wont turn over as if there is no battery. The lights inside turn on and so does the CD player when i give the key a 1/4 turn.

I followed the wire tha comes off the S (thick black wire under the thick red wire in pic) connector on the started solenoid (i replaced) to the thing i took a picture of when i turn the key no power is going to the S wire so im guessing its not tripping the solenoid to start the car... so far my search has lead me to this part pictured... What is it and could it be the problem.

I would look this stuff up in my books but we just moved and i can't find them.

Looks like the Horn Relay, but it is a little fuzzy (out of focus). All of your car's power (except for the actual starter motor's current: which has it's own separate relay switch and cables to feed it on top of the starter motor). If the points inside were burnt (which happens) you wouldn't get any power to the car, not just some power on some circuits.

As mentioned above I would disassemble the front wiring harness junction block from where it is bolted to the car's cabin wiring harness at the fuse block. I would then clean all of the blade terminals with a tooth brush or a brass wire brush and some electrical contact cleaner before spraying it with WD-40 to protect it from further corrosion.
