Fuel Tank Strap bolt

Attached is a picture of the hardware for my new fuel tank strap. See the kind of square piece closest to the top of the bolt? That piece was not on my old hardware when I took it off my 64 SS. Anyone have a picture of exactly where that piece goes relative to the nuts, washers and strap?

On top of where the bolt is inserted. That is just a means of spreading out the force over a wider area to prevent the bolt pulling through thin rusty 18 gage steel metal brackets.
