rear license plate rattle

I'm assuming that there is supposed to be a rubber stop in those two holes above the bumper bolts under the rear license plate of my 65 to prevent it from rattling against the bumper.

I must not be using the right search terms, or noone is making those things (or both), because I am not able to find them.

Can anyone assist to tell me what they are called?

What are y'all doing to stop the license plate rattle?
