broken bolt?

Replacing the head gaskets on my 2001 3.1 Impala. I need to know if this is a broken bolt or not. Located on torque support (the bracket that attaches to near radiator, the left one) I need to remove the part bolted to engine so I can remove Heat shield, valve cover, and one hidden head bolt. I have the 3 bolts removed from A/C compressor already. If is broken , drill out till bracket frees?
