Rag joint to steering column???

Hello all,
1968
396/TH400

I'm trying to install the steering column back in my car and I'm very confused about something. The assembly and chassis manual both mention that a .250 to .375 space must be maintained between the curved column flange and rag joint bushing but they also mention tightening the shoulder bolts in order to secure the two together. The bolts aren't long enough to do both. Anyone? Thanks in advance.
